About Us

Lan Pya Kyel Association (LPK) is a leading non-profit, non-political, and non-religious organization dedicated to improving the health and well-being of key populations in Myanmar, including men who have sex with men (MSM), transgender women (TG), sex workers (SW), and other vulnerable groups. As the largest community-led HIV program in the country, LPK provides specialized HIV prevention, care, and treatment services, including physical and mental health support.

LPK focuses on reducing HIV and STI transmission through prevention services such as PrEP, linkage to ART, and tailored reproductive and mental health care. Operating across multiple regions of Myanmar, LPK works to ensure underserved communities have access to comprehensive and inclusive healthcare services.

HIV and Key Populations in Myanmar

Although the overall HIV prevalence among adults in Myanmar remains below 1%, the epidemic disproportionately affects key populations. National and international data indicate significantly higher HIV prevalence among communities served by LPK:

  • 15.6% among Transgender Women (TGW)

  • 6.0% among Men who have Sex with Men (MSM)

  • 4.9% among Female Sex Workers (FSW)

Other vulnerable populations also face increased risk due to social, economic, and structural factors. Persistent stigma, discrimination, and legal barriers continue to limit access to HIV prevention, testing, and treatment services for these communities.

Our Journey

Lan Pya Kyel Association (LPK) began in 2004 as a Targeted Outreach Program (TOP) under Population Services International (PSI) Myanmar, established to deliver HIV prevention services for key populations through community-based outreach and drop-in centers.

In 2021, Lan Pya Kyel transitioned into an independent local organization, enabling direct engagement with government systems, access to social contracts, and participation in strategic purchasing of primary health care services. This transition strengthened community leadership and reinforced LPK’s long-term commitment to health and human rights for key populations.

  • LPK’s mission is centered on being a community-driven service provider, offering specialized, integrated health services that encompass prevention, care, and treatment. These services are designed to address the unique health needs of key populations (KPs) such as MSM, TG, SW, and other vulnerable groups, providing holistic health solutions that are accessible, inclusive, and sensitive to the diverse needs of these communities. 

  • LPK is a unique service provider offering tailored healthcare services, including specialized KP-friendly health services, which focus on empowering individuals to take control of their health. Through collaborations with local self-help groups (SHGs), community-based organizations (CBOs), and other KP networks, LPK ensures that its services are responsive and sustainable. These partnerships are vital in creating an inclusive, community-led environment where individuals not only receive support but also actively participate in the ongoing development and sustainability of the services they rely on. 

Our Services

LPK currently operates a network of Key Population Service Centers (KPSCs) across Myanmar, providing integrated HIV services including:

  1. HIV testing services (facility-based, community-based, and outreach)

  2. Referral and coordination for ART initiation at ART centers

  3. Outreach services including peer-led outreach, online outreach and Social Network Strategy

  4. Prevention services, including condoms, PrEP, and risk-reduction counseling.

LPK aligns its programs with the 95–95–95 global targets:

  • 95% of people living with HIV know their status

  • 95% of those diagnosed receive ART

  • 95% of those on ART achieve viral suppression
